runConfigure does not recognize icpc

runConfigure does not include "icpc" in the list of recognized
C++ compilers (but does list icc). Since v8 of the Intel compiler
icc and icpc link against different run-time libraries, so icpc
needs to be recognized for C++. It's recognized in the same
statement in xalan-C++.
