The type reference will fail when importing a no-namespace schema

There is a schema file which refers to a complex type that defined in another
schema file. The imported schame has not the targetNamespce.
The DOM parser will report an error shown that "Type not found in :importType -
Line 7, Col 55" when parsing the attached xml instance.
By the way, that xml instance can be validated by other tools, like XMLSpy2006
and Oxygen7.2.
