Syntax of Error messages: some messages have "." at the end, some doesn't

Now in order to make good syntax while reporting xerces messages it is
necessary to analyze end of message for '.' presence. It can be seen in
..\xerces-c-src_2_6_0\src\xercesc\NLS\EN_US\XMLErrList_EN_US.Xml that some
messages end with '.' but some doesn't.
Is it possible to make them in one way: either with ending '.' or without?
