Errors reported when building Xerces parser with ICU package

The ICU package is needed for ISO-8859-13 encoding. After ICU package is built
successfully and the gnumake is executed for Xerces-C parser 2.1.0, the
following errors are reported:
"/usr/include/unicode/unicode.h", line 1305: Error: The function "u_charScript"
must have a prototype.
"/usr/include/unicode/unicode.h", line 1311: Error: The function
"u_charCellWidth" must have a prototype.
