Characters such as the space character are encoded as two hex digits, so if the 
code is confused by %202, then the code is broken.  It is not correct to escape 
an ASCII digit using the same method.  See the RFC for more details:

I'm confused by this bug report, because you haven't really given enough 
information about what your code is trying to do and why you think the URI 
"D:\Home\Development\StrawberryFields%202.0" is not handled properly.
