ps: /usr/local/64/bin IS in path, and there IS a curl-config THERE.
$ which curl-config
/usr/local/64/bin/curl-config
so this is doubly a bug.
Not only does it not look in $prefix/bin first, but it doesnt bother to check
the natural $PATH either.
