if the library 'icu' compiled with the flag U_NO_DEFAULT_INCLUDE_UTF_HEADERS
(http://source.icu-project.org/repos/icu/icu/trunk/readme.html#RecBuild), then
build 'xercesc' fails.
attached patche solve these problem
