Description:
When the input file has 'schemaLocation' with an URL like :
https://aarembargo.railinc.com/epdb/xsd/Embargo.xsd (the https is the issue)
then xerces throws this fatal error Message: "unsupported protocol in URL".
This is blocking our product to parse/validate XML files received from another
party which have these URL's.
