Your link provided a solution. Due to my limited experience with CMake I 
assumed the problem lay with Xerces, which is clearly incorrect.
On that note, thank you for pointing me in the right direction. 

I will close this issue as it is invalid (I do think setting the runtime 
library in in one swoop is perhaps a good idea, but it would be part of CMake 
and not xerces)
