BER is an encoding of ASN.1.  I ran a Google search for "asn ber" and it 
came up with this link:

That's pretty extensive, IMO.  And that's the "layman"'s guide.  Without 
digging into standards (which are usually more technical), that's 
probably the simplest explanation you're going to find.

OpenSSL comes with a full-blown ASN.1 parser.
