It is very hardware dependent. You should first take a look at some
free/open source bootloaders such as those found in Linux (these can
be used to boot Windows also):

GRUB: (GNU Grub)
http://www.gnu.org/software/grub/

Lilo: (older but still in use)
http://lilo.go.dyndns.org/

I am sure there are books out there on the topic, some Google
searching may point you in the right direction.

Keep in mind this is a fairly advanced and rather abstruse programming
topic. I know lilo uses some assembly language modules, for instance.
