In general I only can second Mickey's suggestion. There's an old saying from the 1960's about upgrades for computers, and it has lost not a single bit of its truth: There's only one thing to substitute RAM, and this is more RAM. The point is: with a faster CPU you may gain at most 80% of the linear increase of CPU speed, but only if your applications are small enough to fit into memory (including all data). However, if you can foresee that you will need more data, there's only one viable alternative: more RAM. Try increasing the speed and size of your hard disk. What will you win? That swapping to hard disk is a tad faster than before. Try increasing the CPU speed and/or built-in cache. What will you gain? That the CPU runs into the need to swap out memory contents faster. HOWEVER: what is the exact requirement by the CS engineering task you have to accomplish? WHY do you think you only have these two alternatives? WHAT exactly is your need? Only by having this information we can give really educated guesses and advice; what I have written above is purely general experience but may (in special cases) always be the wrong reply.
