ANSI C is a *standard* for C language that is compiler independent. It
supersedes the older "K&R" C style (which was never really a
standard). There are several ANSI standards for C that have developed
over the course of the years. Any compiler worth its beans should be
ANSI compliant. Just about every modern C++ compiler will also compile
ANSI C.

Turbo C is an old DOS compiler -- it was ANSI-compliant for its time,
but it is an outdated compiler (doesn't support Windows, for
instance). If you want a compiler to use for ANSI C programming, you
should use DevC++ or Microsoft Visual C++ Express -- both are free and
are way beyond the capabilities of what Turbo C can do.
