This is more common when you dont have enough memory(RAM), probably a disk swap happens (or something similar to that). I have experienced that when using Wireshark. All programs become sluggish, which is because, they are swapped out of memory to disk and back to memory when u get frustrated with the app and alt_tab to some other app. But the point that CPU is 100% annuls that to be the possible cause.
