C language is system independent.
But if you want to make it run on any processor some system dependant files
have to be included during compilation.
The system dependent files would enable your program to let your 'system
independent' program to know how the processor works. So that object file
produced thus would run on the processor.
In short :
You need system dependent features to make your system independent program to
run
