you haven't given us any actual code, and descriptions are almost always 
lacking
VC++2008express works just fine on Vista...we use the full VS2008, but 
we've played with express.
"how to make the program run".... well that depends on what kind of 
progam you made, but under the "Debug" menu there is start debugging, 
and start without debugging
