is a non-breaking space and the rest are probably supposed to be another language but the character encoding got messed up (probably Big-5). In Thunderbird, View->Character Encodings->More Encodings->East Asian->Chinese Traditional (Big5) cleans things up a bit (not the ' 's, but everything else).
