I would suggest using all of the processing upto 40% myself.  That is if the 
"background" processing is 23% you use 17% more, but I don't know how to 
accomplish it.

      Hello, I am a new and upcoming programmer and I was wondering if anyone 
knows how to limit the speed at which a program will execute. I am planning to 
begin research into factoring and would like to only use about 10% of the
