Visual C++ is, IMO, the best way to go and gets you the most portability 
(with the sole exception of console-compatible games - see XNA Game 
Studio).  Microsoft definitely encourages C# and, more generally, .NET, 
but those technologies are silly.  I keep hoping Microsoft will see the 
light and terminate the whole product line - not likely to happen though 
because they've invested (wasted) billions in the technology they could 
have spent elsewhere.

However, learn and use the right tool for the job.  I've settled on PHP 
for web-oriented things and C++ for everything else.  Between the two 
languages, I can't think of a single thing I'm unable to accomplish in 
just a few lines of code.
