Why do I ask such things? Because ARM is not ARM as you can check out yourself reading at http://en.wikipedia.org/wiki/ARM_architecture
in short nearly every graphic controller, every audio device, every micro controller has an ARM chip one etc. etc. So you need to be a bit more precise about what you intend to run and where? i.e. given you intend to run your axis2/c engine making use of some HW sucha GPU and use its masiv parallel processing capabilities for which a CUP + GUP set is predefined, is amust, hence you need an environment in which you can develop your code, such as a developers tools, such as Visual Studio 2010 with CUDA C/C++. ARM is explained in Wiki, and given you have NVIDIA and ION Graphics on bord of your Desktop, you migth have an ARM, a GUP as well.
