No, I don't think those libraries hardcode the version number in their #include statement. Maybe "cairo" could be removed... but it's better if you just replace

INCLUDEDIR += $(HOME)/rpi/usr/include/xercesc

with

INCLUDEDIR += $(HOME)/rpi/usr/include


and try to compile
