Partner Account reports incorrect with Draft move lines

Bug description:
If there are Draft account_move_lines in the system, related to the account and
partners in question, then the totals reported will be incorrect, as they will
include the Draft move lines. The incorrectness can be noted by the difference
between the report output and the numbers on the Chart of Accounts.
