Adding a new dashboard by that menu works normal.
You will need to add a menuitem for the same.

Bug description:
Hello,
When opening Dashboard definition
(Administration/Customization/Reporting/Dashboard definiton) the view open in
form view but seems in tree view and it is impossible to add a new one.
I think that this view is to organize the dashboards but it appears it is a
dashboard that opens...
