I have tried your steps, and although I set a UoM to just 1 decimal 
place, and ensured that the UoM is set to a rounding precision of 1.0, 
(as stipulated in your help tooltip to get single units) when I create a 
new SO, the quantity is still shown as 1.00 on the SO line.

Sales -> Configuration-> Product-> Units of Measure->PCE-> set Rounding 
precision as 1.0, and UoM type as Reference UoM for this category.

Bug description:
With latest trunk 3864

I tried to change the number of digits for 'Rounding Precision' for the 
Reference UoM to 1.0 from 1.000 for PCE. But with webclient or gtk client, 
after saving the value returns to 1.0000 again.
