These timesheet lines are not only used for timesheet entries, these are
analytic lines which can be used for invoicing(for project invoicing
too).
Removing them doesn't seem to be a good idea.

Bug description:
In database the timesheet line of hr timesheet would not deleted even after
deleting a timesheet of that timesheet line.
