I mark as "won't fix" because it's not a bug.
Most wishlists will be replanified for v6.1 or further, but I close this one
because t's not a bug and will not be processed by our bug team.

Bug description:
States or provinces should be part of the localization effort for each country
(l10n_xx) , and they should not be included in the main base_data.xml file.
Currently some country states are listed. This makes it hard to maintain and
translate, as well as making an unnecessary large table and xml file.
