it works - but not fine
one has to eneter "Ö" (upper case) and not "ö" to make it work which does not
conform to the usual case insensitive behaviour of search

Bug description:
to reproduce
* create new db
* select German as default language (btw sort order should be alphabetic)
* "configure your company" - in country field - try to enter "Österreich" -
nothing found
- it is at then end of the country list with German country names
