I correct myself, removal of workflow can be very dangerous, so it
should better stay inactive.

Bug description:
insert or update on table "wkf_instance" violates foreign key constraint
"wkf_instance_wkf_id_fkey"
DETAIL: Key (wkf_id)=(21) is not present in table "wkf".
had to restart server to get it working again
