it's because there is a menu dedicated to the Request for Quotation (PO
in draft state), so it seems logical than the PO menu is already
filtering on 'approved'.

currently PO are opened with "Approved" PRESSED - hence hiding DRAFT PO
why this ?
IMHO this is not very user friendly
all except done and canceled should be shown as default
