[6.0 trunk] account_budget bad percentage computation on budget line

Bug description:
On the account_budget module, on the form view of budget, the percentage on
the budget lines is not correct.
The bug is in the _perc function which compute the percentage. An error on a
condition is corrected on the attached patch.
