server update should not start cron jobs

Bug description:
enhancement:
updateing a module with --update option starts all open cron jobs
if these are long running batch jobs the update script waits until these are
finished
IMHO updating the server should NOT reschedule the cron activities or at least
there should be an option to avoid this.
