A "Manufacturing / User" and a "Manufacturing / Manager" have the same rights

Bug description:
* A "Manufacturing / User" has access to the configuration of the
Manufacturing menu
=> Only the "Manufacturing / Manager" should be able to configure it. But the
"Manufacturing / User" should be able to see master data
