Project User Directed To Purchases

Bug description:
We are using v6, RC1 -- Windows all in one. We have the most basic install
and no customization. We installed "Project Manager" as one of the packages.
We wanted to grant access to external users for project(s), i.e, customers. We
created a user account and only granted access via "project user". Upon login
of "customer" they are given "Purchases" rights. Not projects.
