[6.0 RC2] account - journal items - must not modify tax info of posted items

Bug description:
IMHO the sectin "taxes" in journal item forms must be read only or better
included in check_update
allowing to change tax account and Tax base amount (tax itself is checked)
will lead to a missmatch of posted tax move lines and the tax declaration
