Default value for lang of partners according to installation language

Bug description:
when we install a new database in an non english language, OpenERP should put
set default value for the lang field of the partners equal to the installation
language.
It's very important because, otherwise, reports like sale orders will print in
english (the language of the partner) rather than in the main language of the
company.
