Backorder Cannot be create on Incoming Shipment

Bug description:
For Example , after I created an incoming shipment with 10 of [PC1] and 5 of
[PC3] , I validate 1 [PC1] and 1[PC3], in RC1, the backorder would be created,
however, it now changed to all validated and status "done" in RC2 client (not
web one) , please kindly have a check on it.
