That is by design, addons put manually in the web client have to be set
to active, addons managed by the web modules system (packaged as part of
a server-side module) will be activated and deactivated automatically
per-database if the server-side component is installed.

[RC2] custom web addons refuse to load

Bug description:
Since RC2, custom addons doesn't load automaticly. We have to open the
file "__openerp__.py" and add " 'active': True " in the dictionnary.
