The problem is not fixed yet, Its generating error when I don't have anything
in section value and I try to create index,
Raise an exception when trying to create an index for the page without section
and/or proper section value,

Wiki Pages Application error after clicking on Create Index

Bug description:
To create an index using a Wiki page, that page must belong to a
section (e.g. 1.2.1). However, it is unclear from the guides that
section is required to make an index, also unclear where that index is
ever used.
