RMM, Thanks for reporting the problem. While dealing with the bug https://bugs.launchpad.net/openobject-server/+bug/715667, the commands module has been added to the Windows packaging.
It would be helpful if you can test the trunk version (on which the change is applied) and report here if it works for you.
