[TRUNK] thunderbird access right problem

Bug description:
Cannot open the view to download thunderbird plugin using the menu
Sales > Configuration > plugins > Thunderbird Plug-in with the demo
user (members of those group : Sales user, Sales Manager, Employee).
get this error :
"You can not read this document (ir.actions.todo) ! Be sure your user belongs
to one of these groups: Administration / Configuration."
The sales manager should have access to the wizard to download thunderbird
plugin.
