A task is at 100% only when it's done, The 99,99% is there to remind you either to set the task to done either to reevaluate the time needed for this task.
The problem is there is no automatic way to set the progress of a task, so it's evaluate by the time spend/ time planned that is not entirely true. the 99.99% is confusing but we do not have a better idea right now.
