Updating wizard company field blank and required

Bug description:
Install a new database with some chart of accounts. Do some things,
install some modules, after a while when you run the update wizard
again for whatever reason when it comes to the accounting section it
will again make you confirm your chart of accounts with a company
name. The company field is required but there is no available
selection so you can only press skip to continue or create a separate
company.
