[account_budget] impossible to create budget lines

Bug description:
openobject-addons/6.0 revno 4576
- Create new db
- Install account_budget
- Create new budget with 1 budget line
System doesn't allow it but you don't see any message and nothing happens.
This is because you don't belong to 'group_analytic_accounting' but
'analytic_account_id' is required and you don't see it due to line 225:
