[V6] scheduler process never stop

Bug description:
Server + client gtk installed in locahost on a Windows XP
When I start manually the scheduler from the menu, a process postgres.exe
appears in the windows task manager.
This process takes e.g. 7 to 12 % of processor occupation
this process NEVER stop !
Starting another time the scheduler in Oerp starts another windows
postgres.exe process and so on ........
looking in the code of the scheduler I saw a while True loop which is
never escaped !
Bug or the scheduler waits for external signal I don't understand ??
