I have checked this issue with latest trunk as well as all in one 6.0.2.
But all are working fine.
"You cannot validate leaves for employee Administrator" this exception comes in
leave request not in the allocation request and this exception will comes when
we are giving leaves in leaves request more than allocated leaves and "Allowed
to override Limit"="False" in leave type.
This is the system behavior.
So your First issue is invalid.

Only your translation issue is right, this message does not translated due to
not passing in workflow method.
So I am confirming this issue.

[PS] Imposible to confirm an allocation request

Bug description:
OpenERP stable version 6.0.2, Windows XP
Language : French
* Human resources > Human resouces > Allocation request
* Create an allocation and try to confirm it
Obtained result : we get the following error
"Warning!
You cannot validate leaves for employee Administrator: too few
remaining days (0)."
Expected result : it is possible to confirm the allocaiton request and
the error message must be displayed in the user's language (in this
case french)
