account_payment not allowing selection of invoices for payment

Bug description:
This may be a duplicate of 707398. I manually applied the patch
documented there and retested - still not able to see a date or select
any invoices. If there is a proper fix for this can you please advise
or it needs to be fixed as not working at all - video enclosed.
