I assume this is because that "form" button acts as a "New" button when no
record is selected in the list view.
The increment of the Sequence is normal and due to the mechanism providing
default values for new Sale Orders - this is not a bug, and is the same as
what happens if you repeatedly click on "New".

[PS] switching from the list view to the form view for Sales Order

Web Client
* From the list of Sales order (and without selecting any sales
order), switch from the list view to the form view using the button on
the top right
Obtained result : going into the form view it opens a empty form view
incrementing the sequence (correct) but if not if we do that several
times ! We can increment the sequence from SO001 to ... even if the SO
is not really created
Expected result : it opens the form view but it does not increment if
the SO was not created
