CRM Helpdesk don't list categories without Section

Bug description:
The field 'section_id' of CRM categories is not required. I understand that
the categories without Section are public/generic categories so they will be
listed and selectable from a CRM Case.
The 'domain' attribute of CRM Helpdesk field 'categ_id' doesn't support this
condition.
