'Select' button for file upload not working in wizards

Bug description:
The 'Select' button in wizards that allow a file upload is no longer
working in the new web interface. An example is the 'Import
Translations' wizard (Administration > Translations > Import/Export >
Import Translations). The select button no longer is clickable, so a
file cannot be uploaded.
