Theming is possible by adding theme modules that override the css. (if
you want to theme the login screen you need to use --load=theme_module)

Bug description:
For our needs, would be very interesting to have a theming feature, so we are
able to switch between themes when needed. Theming should include:
- customizations on css files
- customizations on js files
- add/remove/modify images
- modifications in templates
Perhaps there can be a way to integrate theming into administration
menu?
